The Necessity of Obeying the Rulers in Obedience to AllahAl-Bukhari recorded that Ibn `Abbas said that the Ayah,أَطِيعُواْ اللَّهَ وَأَطِيعُواْ الرَّسُولَ وَأُوْلِى الاٌّمْرِ مِنْكُمْ(Obey Allah and obey the Messenger, and those of you who are in authority.) "Was revealed about `Abdullah bin Hudhafah bin Qays bin `Adi, who the Messenger of Allah ﷺ sent on a military expedition." This statement was collected by the Group, with the exception of Ibn Majah At-Tirmidhi said, "Hasan, Gharib". Imam Ahmad recorded that `Ali said, "The Messenger of Allah ﷺ sent a troop under the command of a man from Al-Ansar. When they left, he became angry with them for some reason and said to them, `Has not the Messenger of Allah ﷺ commanded you to obey me' They said, `Yes.' He said, `Collect some wood,' and then he started a fire with the wood, saying, `I command you to enter the fire.' The people almost entered the fire, but a young man among them said, `You only ran away from the Fire to Allah's Messenger ﷺ. Therefore, do not rush until you go back to Allah's Messenger ﷺ, and if he commands you to enter it, then enter it.' When they went back to Allah's Messenger ﷺ , they told him what had happened, and the Messenger said,«لَوْ دَخَلْتُمُوهَا مَا خَرَجْتُمْ مِنْهَا أَبَدًا، إِنَّمَا الطَّاعَةُ فِي الْمَعْرُوف»(Had you entered it, you would never have departed from it. Obedience is only in righteousness.)" This Hadith is recorded in the Two Sahihs. Abu Dawud recorded that `Abdullah bin `Umar said that the Messenger of Allah ﷺ said,«السَّمْعُ وَالطَّاعَةُ عَلَى الْمَرْءِ الْمُسْلِمِ فِيمَا أَحَبَّ وَكَرِهَ، مَا لَمْ يُؤْمَرْ بِمَعْصِيَةٍ، فَإِذَا أُمِرَ بِمَعْصِيَةٍ فَلَا سَمْعَ وَلَا طَاعَة»(The Muslim is required to hear and obey in that which he likes and dislikes, unless he was commanded to sin. When he is commanded with sin, then there is no hearing or obeying.) This Hadith is recorded in the Two Sahihs. `Ubadah bin As-Samit said, "We gave our pledge to Allah's Messenger ﷺ to hear and obey (our leaders), while active and otherwise, in times of ease and times of difficulty, even if we were deprived of our due shares, and to not dispute this matter (leadership) with its rightful people. The Prophet said,«إِلَّا أَنْ تَرَوْا كُفْرًا بَوَاحًا، عِنْدَكُمْ فِيهِ مِنَ اللهِ بُرْهَان»(Except when you witness clear Kufr about which you have clear proof from Allah.)" This Hadith is recorded in the Two Sahihs. Another Hadith narrated by Anas states that the Messenger of Allah ﷺ said,«اسْمَعُوا وَأَطِيعُوا، وَإِنْ أُمِّرَ عَلَيْكُمْ عَبْدٌحَبَشِيٌّ كَأَنَّ رَأْسَهُ زَبِيبَة»(Hear and obey (your leaders), even if an Ethiopian slave whose head is like a raisin, is made your chief.) Al-Bukhari recorded this Hadith. Umm Al-Husayn said that she heard the Messenger of Allah ﷺ giving a speech during the Farewell Hajj, in which he said;«وَلَوِ اسْتُعْمِلَ عَلَيْكُمْ عَبْدٌيَقُودُكُمْ بِكِتَابِ اللهِ، اسْمَعُوا لَهُ وَأَطِيعُوا»(Even if a slave was appointed over you, and he rules you with Allah's Book, then listen to him and obey him.) Muslim recorded this Hadith. In another narration with Muslim, the Prophet said,«عَبْدًا حَبَشِيًّا مَجْدُوعًا»(Even if an Ethiopian slave, whose nose was mutilated...) In the Two Sahihs, it is recorded that Abu Hurayrah said that the Messenger of Allah ﷺ said,«مَنْ أَطَاعَنِي فَقَدْ أَطَاعَ اللهَ، وَمَنْ عَصَانِي فَقَدْ عَصَى اللهَ، وَمَنْ أَطَاعَ أَمِيرِي فَقَدْ أَطَاعَنِي، وَمَنْ عَصَى أَمِيرِي فَقَدْ عَصَانِي»(Whoever obeys me, obeys Allah, and whoever disobeys me, disobeys Allah. Whoever obeys my commander, obeys me, and whoever disobeys my commander, disobeys me.) This is why Allah said,أَطِيعُواْ اللَّهَ(Obey Allah), adhere to His Book,وَأَطِيعُواْ الرَّسُولَ(and obey the Messenger), adhere to his Sunnah,وَأُوْلِى الاٌّمْرِ مِنْكُمْ(And those of you who are in authority) in the obedience to Allah which they command you, not what constitutes disobedience of Allah, for there is no obedience to anyone in disobedience to Allah, as we mentioned in the authentic Hadith,«إِنَّمَا الطَّاعَةُ فِي الْمَعْرُوف»(Obedience is only in righteousness.)The Necessity of Referring to the Qur'an and Sunnah for JudgmentAllah said,فَإِن تَنَازَعْتُمْ فِى شَىْءٍ فَرُدُّوهُ إِلَى اللَّهِ وَالرَّسُولِ((And) if you differ in anything amongst yourselves, refer it to Allah and His Messenger). Mujahid and several others among the Salaf said that the Ayah means, "(Refer) to the Book of Allah and the Sunnah of His Messenger." This is a command from Allah that whatever areas the people dispute about, whether major or minor areas of the religion, they are required to refer to the Qur'an and Sunnah for judgment concerning these disputes. In another Ayah, Allah said,وَمَا اخْتَلَفْتُمْ فِيهِ مِن شَىْءٍ فَحُكْمُهُ إِلَى اللَّهِ(And in whatsoever you differ, the decision thereof is with Allah). Therefore, whatever the Book and Sunnah decide and testify to the truth of, then it, is the plain truth. What is beyond truth, save falsehood This is why Allah said, uإِن كُنتُمْ تُؤْمِنُونَ بِاللَّهِ وَالْيَوْمِ الاٌّخِرِ(if you believe in Allah and in the Last Day.) meaning, refer the disputes and conflicts that arise between you to the Book of Allah and the Sunnah of His Messenger for judgment. Allah's statement,إِن كُنتُمْ تُؤْمِنُونَ بِاللَّهِ وَالْيَوْمِ الاٌّخِرِ(if you believe in Allah and in the Last Day. ) indicates that those who do not refer to the Book and Sunnah for judgment in their disputes, are not believers in Allah or the Last Day. Allah said,ذَلِكَ خَيْرٌ(That is better) meaning, referring to the Book of Allah and the Sunnah of His Messenger for judgment in various disputes is better,وَأَحْسَنُ تَأْوِيلاً(and more suitable for final determination.) meaning, "Has a better end and destination," as As-Suddi and several others have stated while Mujahid said, "Carries a better reward."
The Proof of Ijtihad اِجتِھاد and Qiyas قیاسFinally, let us now refer to the statement: فَإِن تَنَازَعْتُمْ فِي شَيْءٍ فَرُدُّوهُ إِلَى اللَّـهِ وَالرَّسُولِ in verse 59 (Then, if you quarrel about something, revert it back to Allah and the Messenger.)This 'reverting back to Allah and the Messenger' takes two forms:1. Revert to ahkam, the code of commands as mandated in the Book of Allah and the Sunnah of the Messenger of Allah.2. If the textually-mandated ahkam do not exist, the act of reverting back will be accomplished by analogical deduction (Qiyas) as based on their precedents. The words of the expression: فَرُدُّہ (revert it back) are general, thus being inclusive of both forms.
Upon the Prophet's death in 632 CE, the Muslim community gathered at Saqifah Banu Sa'idah to determine leadership. Through a combination of consultation and the weight of Abu Bakr's senior companionship, he was selected as the first Caliph (Khalifah, successor). This event established the principle of community consultation (shura) in political succession, though it also planted the seeds of the first major dispute in Islamic political history regarding the nature of legitimate leadership.
Under Umar's caliphate (634–644 CE), the Islamic state created a comprehensive administrative system: the Diwan (state register) recorded soldiers and their stipends; provinces (wilayat) were administered by governors; a judiciary was established separate from the executive; and the Islamic calendar was standardized from the year of the Hijra. Umar's administrative innovations were so influential that his system of governance became the template for subsequent Islamic states, drawing admiration even from later Western administrative scholars.
Discontent with Uthman's administration — particularly his appointment of Umayyad relatives to key governorships — fueled a rebellion that culminated in his assassination in his home in Medina in 656 CE. The killing of a sitting caliph while reciting the Quran sent shockwaves through the Muslim world, triggering the First Civil War (Fitna) that reshaped Islamic political history permanently. Madelung's analysis argues this crisis reflected the unresolved tension between Hashimite and Umayyad claims to leadership.
Ali ibn Abi Talib's forces and Muawiyah's Syrian army met at Siffin (657 CE) in a bloody standoff. When Muawiyah's forces raised Quran pages on their lances demanding arbitration, a faction within Ali's army insisted that human arbitration itself was un-Islamic (declaring 'la hukm illa lillah' — judgment belongs only to Allah) and abandoned Ali, becoming the first Khawarij (those who go out). The Khawarij assassinated Ali in 661 CE and continued as an extremist strand in Islamic political thought for centuries.
Muawiyah ibn Abi Sufyan established the Umayyad dynasty (661–750 CE), moving the caliphal capital from Medina to Damascus — a shift that fundamentally changed the nature of Islamic governance from a prophetic community to an imperial monarchy. His administrative skill, political pragmatism, and use of Syrian loyalty built a powerful state. G.R. Hawting's analysis in The First Dynasty of Islam emphasizes that Muawiyah's genius lay in blending pre-Islamic Arab tribal political culture with Islamic institutions.
Sultan Selim I (r. 1512–1520 CE) transformed the Ottoman sultanate into a caliphate by defeating the Mamluk Sultanate in 1517 CE, absorbing Egypt, the Hijaz (Mecca and Medina), and Syria. The last Abbasid shadow caliph in Cairo, al-Mutawakkil III, reportedly transferred the caliphal title to Selim. Selim also obtained the Prophet's cloak, banner, and seal — kept in Istanbul's Topkapi Palace to this day. The Ottomans' guardianship of Mecca and Medina gave them unmatched religious prestige and established the Ottoman Caliphate as the preeminent Islamic institution for 400 years.
Sultan Suleiman I (1494–1566 CE) ruled at the peak of Ottoman power, with the empire stretching from Hungary to Yemen and from Algeria to Persia. Known in Europe as 'the Magnificent' and in the Ottoman world as 'al-Qanuni' (the Lawgiver) for his comprehensive legal codification (Kanun-i Osmani), Suleiman personally led 13 major campaigns, built the Suleymaniye Mosque complex in Istanbul (the largest building in the Ottoman Empire), and corresponded as an equal with Francis I of France and Charles V of Spain. His reign is the Ottoman equivalent of the reign of Rome under Augustus.

The Tanzimat (Reorganization) era attempted to modernize the Ottoman state along Western constitutional lines: the Hatt-i Sharif of Gulhane (1839) declared equality of all subjects regardless of religion; the Hatt-i Humayun (1856) extended these rights under Western diplomatic pressure. New legal codes (derived from French civil law), secular schools, a telegraph network, and railways were introduced. These reforms created an unprecedented tension between Islamic governance and Western liberal models that defined Ottoman and subsequent Muslim political thought — Namik Kemal's constitutional movement emerged from this tension.

On March 3, 1924 CE, Mustafa Kemal Ataturk's Turkish Grand National Assembly formally abolished the Ottoman Caliphate, ending an institution that had provided symbolic unity to Sunni Muslims worldwide for centuries. The last caliph, Abdulmecid II, was sent into exile with 600 Turkish lira. The abolition sent shockwaves through the Muslim world — from India (where the Khilafat movement had mobilized millions) to Egypt and Arabia. The vacuum created by the Caliphate's abolition has driven Islamic political thought ever since, with movements from Muslim Brotherhood to ISIS claiming to 'restore' what was lost.

On August 14, 1947 CE, Pakistan emerged as the world's first nation-state explicitly founded in the name of Islam, born from the partition of British India. Muhammad Ali Jinnah's two-nation theory argued that Hindus and Muslims constituted two distinct nations requiring separate homelands. The partition produced one of history's largest population transfers — approximately 14–17 million people displaced — and communal violence that killed hundreds of thousands. Pakistan's founding posed the central question of modern Islamic political thought: can an Islamic state thrive in the modern nation-state framework?

The Iranian Revolution of 1978–1979 overthrew Shah Mohammad Reza Pahlavi's secular monarchy and established the world's first modern Islamic Republic under Ayatollah Ruhollah Khomeini's doctrine of Wilayat al-Faqih (governance of the jurisprudent). The revolution demonstrated that political Islam could topple a Western-backed government, inspiring Islamic movements worldwide and terrifying secular Arab regimes. The US hostage crisis (444 days), the Iran-Iraq War (1980–1988), and subsequent regional Sunni-Shia polarization trace directly to 1979.
